Massachusetts Courts, although organized according to county for jurisdictional purposes, are state agencies within the Massachusetts Trial Court, under the general supervision of Massachusetts' Supreme Judicial Court.

Similarly, the Norfolk County Sheriff's Department and the Norfolk County District Attorney's Office are state agencies serving the county as a geographic region. The Sheriff and the District Attorney are both State officials elected by the voters of the County.

Within Norfolk County, some of the court facilities are owned by the state, but the majority are owned and maintained by the County.
